As long as only or mainly the first generation EVMs are used , the controversy is unlikely to be resolved through dialogue. Therefore, the Election Commission should adopt a different strategy which may be effective.

Beyond satire

 3 AKs, one concern

 

Once upon a time we knew of only one   AK –    Azam Khan – in Indian politics.  He is a socialist, a member of the Samajwadi Party to be more precise, though he does not don the party’s trademark cap.   He is known by his own brand of cap.  He is also known for his love for   buffaloes.  No one knows it better than UP police. He knows how to remain in news. He also knows that he is indispensable to the party supremo, Mulayam Singh Yadav.

 

Then appeared on the political horizon another AK –  Arvind Kejriwal –  younger but more  ambitious and dashing.   He designed his own cap and perhaps got it patented.   From day one he made it known that whoever  dons that cap  must be considered honest. Like  AK1, AK2 also knows  how to remain in news   But he is far ahead of AK1. Unlike AK1, soon after his political birth, AK2  announced  his political goal, to replace  Narendra Modi.

 

Then we heard of a third AK– Asim Khan, former minister in the second AK’s Cabinet–who was shining in the reflected glory of the second AK until the latter sacked him because he (AK3) believed that  after  donning the AK cap, nobody would know that he was trying to get richer quickly.

 

Of late, I have discovered something common  to all the three AKs.  They know something which others do not.  You can say that because of their inside knowledge all of them share a common concern, known as  ‘conspiracy’. Each one of them thinks that  some conspiracy is going on either to finish them or their party.

 

      The  first AK  has announced that that  the gang rape in Bulandshahr was a “political conspiracy”. He has not named a new one, but left it to the people to guess who could be hatching the ‘political conspiracy’.

 

Before that  the second AK  had announced at  an one-man show before  video camera  that “I want to tell you, this is a crucial period.  The fight is going to get very dirty. He (Narendra Modi) can go to any extent and may get us killed.  Modi may get me killed as well.  Talk to your families and see if you are ready for the ultimate sacrifice.  All the MLAs will anyway have to go to jail. If you are ready then stay with us or if you have any weaknesses, then leave.”

We must appreciate that threat from anyone other  than Narendra Modi could be below AK2’s standard.

 Not to be left behind, AK3  called a press conference  and announced “For 9 to 10 months, I have been facing death threats and even my family is at risk… Kejriwal and some of his party men are hatching a conspiracy to get me killed.”  

He must be really very much afraid because he took so many months to  make his fear public.

Wait and watch.  This is not the end of  shots being fired  by AK123 because, in their opinion, Indian politics has become very dangerous, very ‘conspiratorial’.

During debates in the Constituent Assembly on the system of government the country would adopt, the chief architects of the Constitution made it abundantly clear that though the term ‘parliamentary democracy’ was not mentioned in the Constitution,  they were adopting the British parliamentary system of democracy (also known as the Westminster model) and expected that healthy conventions that developed in Britain to ensure the smooth functioning of the unwritten constitution there would also develop in India to take care of what was not put in black and white. 

Despite the best intentions of the chief architects of our Constitution, our political leaders including those who were members of the Constituent Assembly decided to  Indianise the British model. Over the years our parliamentary democracy has developed its unique features which are unthinkable in Britain and the founding fathers of our constitutional could not have imagined even in their wildest dream.

Delhi Chief Minister’s outburst against Prime Minister Modi and Finance Minister Arun Jaitely in a highly abusive language after his Principal Secretary was raided by the CBI, reminds me of a folk tale (with some modification I will mention later), perhaps one of the Akbar-Birbal stories, I had heard in my childhood and I am sure several readers also must have heard. The story is that a very learned person came to spend some time in the emperor’s court. He could converse in several languages so naturally that nobody was able to find out his mother tongue. Birbal offered to solve the mystery. One day while engaging the scholar in intense conversation, Birbal pushed him fromstaircase. The scholar fell down and got hurt. In a fit of anger, he started abusing Birbal in his mother tongue.

The old-timers may recollect that in early 1969, the then Food and Agriculture Minister Jagjivan Ram’s failure to file his income tax returns for a few years had become news. There were wide speculations about how  he defaulted, what action was taken against him, what was the role of the then Finance Minister, Morarji Desai and what was the reaction of Prime Minister Indira Gandhi.

There was only one person who knew everything, from how Jagjivan Ram’s default was detected and how the curtain fell on the drama. That person is still alive. He knows more than what even Jagjivan Ram knew. That person  is none other than the author of this article.

There are several possibilities

 

Possibility No. I

 

‘Mahagathbandhan’ (Grand Alliance) of Nitish-Laloo-Congress wins

 

There are two chairs in the chamber of the Chief Minister. In one chair the Chief Minister Nitish Kumar is sitting in the lap of his 90-year-old Tantric. In another chair the two deputy Chief ministers, Laloo’s two sons, are sitting in the lap of the biggest Tantric of all, Laloo. The original agreement was to have only one son of Laloo as Deputy Chief Minister but both had to be accommodated because of dispute about the age. While Tejashwi claimed to be elder on biological grounds, Tej Pratap claimed to be elder account of his declaration before the Election Commission.

 

The Congress member of the Council of Ministers is happy occupying the orderly’s stool outside the chamber.

 

 

A file is brought for the CM’s signature. The Congress nominee grabs the file and enters the chamber. The Chief Minister and two deputy Chief ministers rush to snatch the file. The file is torn in two parts. Now the two deputy Chief ministers are fighting and that half is also torn in two parts.

 

The three comeback to sit in their respective laps. Each one puts his signature. Nitish Kumar uses the pen provided by his Tantric. The two Deputy Chief ministers use pens provided by the biggest Tantric. The junior minister from the Congress collects three parts of the file and hands over to messenger waiting outside. The messenger carries the file to the Chief Secretary.

 

The Chief Secretary’s decision is not yet known.

 

Possibility No. 2

 

Nitish Kumar becomes CM with the support of RJD but Laloo’s two sons are defeated.

 

The Chief Minister provides ‘Z’ category security to his Tantric who is getting open threat to his life. Now the two Tantrics are using their supernatural power to defeat each other.

 

Possibility No. 3

 

BJP wins

Nitish Kumar and Laloo agree that Nitish Kumar’s Tantric and Laloo, the biggest Tantric, should form a grand alliance. The request Rahul to take help of a Tantric from abroad.

 

The three are now using all their supernatural powers to topple the BJP government. Never lose hope. Nitish Kumar cannot afford to lose hope because he he had the assurance of his Tantric that one day he would be the Prime Minister of India. Laloo cannot afford to lose hope because the he has worked very hard, including visits to the jail, to build his empire based on the solid caste foundation.

    I was never surprised when I heard or read that Dr. Singh never asserted as Prime Minister or that he did nothing to stop ministers from indulging in corrupt practices. Before the last general election to the Lok Sabha, the then Prime Minister Dr. Manmohan Singh had said that he had ‘no doubt that Narendra Modi as Prime Minister would be a disaster. On the other hand Rahul Gandhi has all the qualities to be a good Prime Minister.’

 

 I beg to differ with the ‘learned doctor’. Whenever I hear Rahul Gandhi’s speech at a public rally, I am reminded of a famous Santa-Banta joke. This happened today also when I heard on TV his speech at an election rally in Bihar where he was in august company of Tejashwi Yadav, one of the contenders to succeed RJD chief Laloo Prasad Yadav who says that his primary aim is to save the country, Bihar in particular, from ‘communal forces’. It is another matter that the people who know him believe that presently his two primary aims are to save himself from going back to jail and to keep his party relevant in Bihar politics

In its election manifesto (EM), the Aam Aadmi Party promised that “One of the first things the AAP will do after forming the government is to legislate the Swaraj Act that will devolve power directly to the people and contain provisions for the formation of Mohalla Sabhas. This will go a long way in curbing corruption at the local level.”

We have not heard anything since then. But the million dollar question is, ‘Can it work in the real world situation?’ Is it feasible?

I was never surprised when I heard or read that Dr. Singh never asserted as Prime Minister or that he did nothing to stop ministers from indulging in corrupt practices. Having closely watched him for several years, I knew his mindset and his priority. If any geneticist examines Dr. Singh’s genetic make-up, he might not find any gene that makes one political leader but would certainly find several genes that make one ambitious, pliable, a Teflon and master of the art of survival.

Whatever the optimists may claim, if the population goes on increasing the number of those depending on the state support would also be increasing. Imagine the scenario in our own country in 2100 which is not very far. Time flies. Many of those born today would be alive in 2100. By that time India would be the most populous country and home to the largest number of poor in the world. The increasing shortage of food, water and shelter may lead to clashes for survival.
